What does "issuer unavailable" mean?

Issuer unavailable is a soft decline returned when the payment processor cannot reach the cardholder's issuing bank to authorize the transaction. The bank's systems may be temporarily offline, experiencing high load, or unreachable due to network connectivity issues.

Why it happens

Issuer banks are large financial institutions with complex infrastructure. Planned maintenance windows, system upgrades, regional outages, or peak-hour congestion can all make the issuer temporarily unreachable. The transaction itself is not being evaluated or rejected — the authorization request simply cannot be delivered.

Recovery approach

Issuer unavailable is one of the most straightforward soft declines to recover. Because the issue is entirely infrastructure-based and temporary, a retry after a few hours almost always succeeds. There is no need to contact the customer or attempt a backup payment method.
